Coming from Windows 7, and being completely baffled by 8.x, I feel 10 is an upgrade in most ways. A bit inconsistent in how apps draw/behave, but still an upgrade.
If I punched you in the face (Windows 8) the slapped you after (Windows 10), you'd find the slap quite an upgrade as well. It still doesn't mean it's pleasant (halfassed Settings).
